This phrase. “That is, many colleges look for low-income students where the college is instead of looking for low-income students where the students are” I have to say in some ways I do concur ,but in other way I do not. So, in one hand , the higher education Institution does not put in the work to recruit capable lower income students. In the other hand, these student are influenced and  persuaded at an early age. Also, the background their from can play huge parts that may determine the outcome.
